Looks to me like CWD, Chronice Wasting disease. You should probably contact a game warden and let them know. Shoot that deer if you ever see it walking around during season, you do not want this spreading to any others. I reccomend not baiting, that will help make sure she does not spread it.

Looks like she has an abcess in the stomach area that could be causing her some problems. I've seen skinnier deer, so there may not be anything wrong with her. There's so many diseases and parasites that deer have to deal with that it would probably be impossible to tell what the problem is by looking at a picture.
