Sony Vegas is pretty cool, once you get used to it. When I first got it I was so frustrated I went back to movie maker for a while. Booey is the one that started using it and showed me what to do. I also found out that if you run into a problem, you can look it up on youtube and there is probably a video explaining what to do. That's the best thing about having a popular program; there's plenty of support out there.

Vegas supports mp4 and I'm pretty sure mpeg2 too. It works without the disk, but I'm not sure you can load it onto someone else's computer once it's been registered. It would be worth a try though!
