what exactly do you want to know about them. 1 MOA equals about 1 inch at 100 yards, so each click on a 1/4 MOA knob would move the point of impact about .25 inches at 100 yards. I have never heard of scope caps that dont adjust in MOA unless you get knobs that adjust in MILs. Those scopes are much more expensive. 1/4 MOA knobs make sighting in easier and adjusting for windage easier if you know the yardage you are shooting at. If you have any more specific questions, I will do my best to answer them

I know how to do the adjusting and all that , i was just wondering if the scopes that have m.o.a. KNOBS that DONT have the SCOPE CAPS, if the knobs lock into place so it doesnt lose its sighting everytime you "bump" them without knowing it NOTICE: there are knobs instead of the regular scope caps sportsmansguide.com/net/cb/cb.aspx?a=592036

Oh I see what you are asking now. Different models of scopes have different features. some knobs lock and others don't. it just depends on the brand and model. The new scope I have coming doesn't have caps but I'm not worried about bumping them. I plan on using a scope cover to protect the scope. Unless you are really rough with your rifle, I wouldn't worry about no having caps. It takes a very direct hit to turn a scope knob. Plus, most scopes that I have looked at have knobs that you can set back to zero after sighting in so that when you go hunting or shooting, you can just see if the knob is still at zero. if it is, then you know it hasn't moved. hope this made sense and answers your question

the important thing to remember about BSA is that they are made in China. Optics from China are usually of very low quality. The lowest that I would go with would be a Redfield. For about 150 you can get a great scope for life with the warranty. I wouldn't worry about getting much more magnification. Like I said, I just got a 3-9 magnification scope and I plan to shoot out to 500 yards. It will be no problem. The bushnell with the gun would prob be good for a beginning scope.
