Ok I've got huge grass carp in the lake I fish just wanna know how I should target them the lake has a super snaggy grassy bottom and the fish mainly just sit in super shallow water that can only be fished from a boat and spook easy

I'm not Brutom, but I thought I'd take a stab at this question. If you are positive they are grass carp, I don't think its really possible to catch them on hook and line. Grass carp only eat aquatic vegetation and aren't going to bite on a bait.
Only way to really target grass carp is either by snagging (which might be hard if they spook easily) or to bowfish for them.

We've caught grass carp from the Wabash on canned sweetcorn, flavored maize, and bread. For the conditions you describe, sounds like using one of these baits under a float might be the way to go, but all of them we've caught were on bottom bait rigs. Some from last year:
